Dear Sirs,
Unsuccessful negotiations in Vienna (February 21st 2007) between Serbs and Albanians are the best proof of the wrong strategy of UN envoy Marti Ahtisaari. Not only does the proposed “Resolution” fail to offer a solution to the status of Kosovo and Metohia (although it was the purpose the special envoy got his mandate for), but the therein contained decision to take away 15% of Serbia’s territory encroaches on sovereignty of the internationally recognized Republic of Serbia.
Everyone showing goodwill, the politicians not influenced by the world power centers and the governments that do not depend on their creditors, are aware that the International Community on Kosovo and Metohia (1999-2007) has been a complete failure. The policy of apartheid and violence has been implemented to Serbs and non-Albanians (an example of which was the attack of 50 000 Albanians on Serbs and their property that went unchecked on March 23rd 2004).
Rights to life, education, medical treatment and freedom of movement- as the basis of human, constitutional and personal rights- neither exist for Serbs and non-Albanians, nor are they provided by international mentors. NATO forces and UNMIK have not even disarmed Albanian terrorists, which they were obliged to do according to the document signed by General Jackson and Hashim Tachi on June 21st 1999. This document once again confirmed the Resolution 1244 and the territorial integrity of SR Yugoslavia of the time.
Since the arrival of UN mission (1999) that was supposed to introduce law and order into the southern region of Serbia, 931 Serbs have been killed (the culprits have never been found). From 1999 to February 2007 Serbs were subjected to 7000 attacks, 4585 of which were gun attacks. 2488 persons of Serbian nationality disappeared and 20 000 Gypsies were exiled from Kosovo and Metohia.
Marti Ahtisaari`s recommendations that the region of Kosovo and Metohia should be separated from the Republic of Serbia and that it should gain a “gradual independence” (while the Resolution gives it independent legal and educational system, state symbols, army and police) are directly opposed to the established international law and the proclaimed documents of UN, OSCE, OESC, Helsinki Final Act of 1975, the UN General Assembly Declaration of December 18th 1992 where states that the minority rights must not violate the sovereignty, territorial integrity and independent policy of states, as well as to SC UN Resolution 1244 (of June 10th 1999). There is a question why Badinter decision stating that the borders of former SFR Yugoslavia states remain the borders of the new states, is not respected only when it comes to Serbs? Must Serbs be proclaimed a minority in a region of their own state because of national interests of others?
Serbian non-government organizations: The Truth Foundation, Serbian Assembly Dveri, World Serb Congress, German-Serbian Committee for Dignity of Justice, as well as the Serbian Association “Nemanja” from Bilefeld- consider the special envoy’s Resolution an inadmissible and unacceptable precedent and we find the proposal of Kosovo and Metohia succession equal to Munich Agreement of 1938.
We appeal to you to prevent the “enlightened” barbarization of the international law- because the imposed solution would result in the permanent destabilization in the region. And it would be subject to revision!
We appeal to you to protect Serbian nation as a matter of principle, because it is the only nation that suffered ethnical cleansing during the programmed disintegration of SFR Yugoslavia and the war of 1991-1995 and the only nation that was unlawfully bombed for 78 days in 1999. During that period, even depleted uranium missiles and cassette bombs were used.
